1.(C//NF) The UK Embassy confirmed that the instruments of ratification for the UK-Libya Prisoner Transfer Agreement (PTA) were signed on April 29 by UK Ambassador Sir Vincent Fein and Mohammed Saghrir, head of the Legal Department at the General People's Committee for Foreign Liaison and International Cooperation (MFA-equivalent), putting the PTA into force. British Embassy contacts anticipate that the GOL will not submit a forma request to transfer convicted Pan Am 103 bomber Abdelbasset al-Megrahi to Libyan under the PTA until next week at the earliest.
